| General Objective :
The
project highlights is the formal turn-over of the project to the PAMB to
ensure the continuation of the Capability Building and Strengthening of
Protected Area Management Board of Mts. Banahaw and San Cristobal
Protected Landscape Project. Which has for its objective: To help create
an environment conducive to the development of ecologically – conscious
and equitable policies, and the effective enforcement of NIPAS Act and
other environmental laws with the end view of conserving and protecting
Mts. Banahaw and San Cristobal. Specific Objective (For 18 months only):
1.
To equip municipal governments, line agencies, academic institution,
NGOs and POs around Mts. Banahaw and San Cristobal with knowledge
and skills on environmental law and the development of policies in
the local level that enhance resource conservation and ensure
effective environmental law enforcement and help maintain and
strengthen cooperative action among LGUs, NGOs, POs, LAs and
Academic Institutions around Mts. Banahaw and San Cristobal;
2.
To equip and capacitate the community and the LGU s on the Disaster
Management for them to be prepare for possible disaster to happen ;
3.
To network with LGUs, NGOs, POs, LAs and Academic Institutions in
the area for the purpose of making the process effective and
responsive to their needs;
4.
To assist the PAMB on the project development and fund sourcing base
on the Approved MBSCPL Management plan; and
5.
To extend environmental legal assistance to LGUs, NGOs, POs, LAs and
Academic Institutions whenever the same is needed.
6.
To facilitate the formal turn-over of the project implementation to
the MBSCPL-PAMB within the last quarter period of the eighteenth
(18) months project duration with symbolical support activities and
signing of Covenants.

PROJECT COMPONENTS
The project shall have four
major components:
1. MMBSCPL-PAMB
Assessment and Planning with cross visit to successful PA in the
country.
2.
Community Training and orientation on Disaster Management
3. Legal Assistance and Conflict
Management
4. Networking and Policy Advocacy and
Public Information
5. Project Development and Fund
Sourcing
6. Formal Turn Over to the MBSCPL -
PAMB
Key Result Areas/Expected outputs and Indicators
The key result areas per
project component are:
1. PAMB Assessment and
Planning with cross visit to successful PA in the country.
1.1.
Activity Needs Analysis (ANA), through which the information,
experiences and skills that need to be transferred to the target
audience is identified. This shall include a survey and a report of
the result of the survey;
1.2. Activity Program/Module, which
shall contain, among others , the substance of the Activities, the
methodologies to be used therein, and their sequence of
presentation;
1.3. Activity proper, wherein it is
expected that all PAMB members from every municipality covered by
the project shall be in attendance. The training proper is expected
to draw in some forty (60) participants. Request for further
assistance and/or interaction with the speakers and the people
behind the project, in addition to positive evaluation by the
activity participants at the end of the Activities objective
assessment and the plan for formal turn-over of the project to the
MBSCPL-PAMB was conducted .
2. Community Training and
orientation on Disaster Management
2.1.
Training Needs Analysis (TNA), through which the information,
experiences and skills that need to be transferred to the target
audience is identified. This shall include a survey and a report of
the result of the survey;
2.2. Training Module, which shall
contain, among others , the substance of the Activities, the
methodologies to be used therein, and their sequence of
presentation;
2.3. Activity proper, wherein it is
expected that all PAMB members from every municipality covered by
the project shall be in attendance. The training proper is expected
to draw in some sixty (60) participants plus the community members
of around two hundred fifty (250). Request for further assistance
and/or interaction with the speakers and the people behind the
project, in addition to positive evaluation by the activity
participants at the end of the Activities objective assessment and
the plan for formal turn-over was conducted.
3. Legal Assistance and
Conflict Management
3.1.
Legal Consultations, through which specific legal concerns
confronting the requesting entity are addressed. It is expected that
at least five (5) legal consultations shall be conducted during the
covered period;
3.2. Assistance in Policy Development
and Formulation, which usually happens in the form of extending
assistance to LGUs in the preparation pf local environmental
ordinances. Around three (3) such activities are projected to be
undertaken;
3.3. Conflict Management, the skills
for which have time and again been proven useful especially due to
the dynamics between stakeholders, such as, LGUs, LAs, Academe, NGOs
and POs. It is expected that at least three (3) cases that would
require conflict management intervention shall be encountered;
3.4. Legal Representation, through
which the proponent represents any of the target audiences in
environmental or environment –related court and administrative
cases.
3.5. Assist in the Quick Response Team
(QRT) Strengthening as a support mechanism for the PASu for
Enforcement of existing policies and laws for PA Management and
Protection.
Note that undertaking the
above activities is fully-dependent on the need of the clients. It is
only important that these services are available should any of them be
required or requested. Note also that this component is helpful in
making a more meaningful Need Assessment as it gives closer look at the
specific issues and problems confronting the clients.
4. Networking and Policy
Advocacy and Public Information
4.1.
Meeting with LGUs, LAs, Academe, NGOs and POs which shall enable the
proponent to persuade the target audience to take part in the
project. Around three (3) proponent to persuade the target audience
to take part in the project. Around three (3) visits per
municipality are expected to be made during the project period;
4.2. Other means of Communication,
which shall include letter-writing, telephone conversations,
publicity, broadcast, which would enhance the relationship between
the proponent and the clients.
4.3. Continues follow-up and lobbying
for the Banahaw Bill or HB 2773 for the immediate congress approval.
As in the case of Legal Assistance and Conflict Management,
networking is also effective help in determining the training needs
of the clients.
5. Project Development and
Fund Sourcing
5.1.
Additional Project Funds, which shall help ensure greater success
and participation in the project. Additional funds need to be source
to cover other project operation expenses to augment the budget for
the activities. These are expected to come in the form of financial
or logistical support from LGUs, and services from partner NGOs and
POs, and some in-house resources and services of the proponent, all
of which shall be credited as counterpart funding for the project;
5.2. Project Continuity, which shall
help ensure the extension of services by the proponent beyond the
project period. While a continuation of the project services by the
proponent beyond project period. While a continuation of the project
grant by FPE is also being eyed this early, the proponent shall come
up with a project proposal to seek funding support from other
institutions to continue and further this effort. At least one (1)
major proposal is therefore expected to be prepared before the
termination of the project.
6. Formal Turn Over of the
project to the PAMB
6.1.
At the end of eighteenth month implementation of the project the
formal turn over will be conducted, in the last quarter to be
schedule in the regular MBSCPL-PAMB meeting.
6.2. Signing of Covenant with
symbolical support activities will also be conducted together with
all stakeholders of MBSCPL – PAMB.
